Waymo Takes the Next Step: Robotaxis Are Heading to Munich

In a significant move for the global autonomous vehicle industry, Waymo announced today that it plans to launch a robotaxi service in Munich, Germany. This expansion marks the company’s first foray into the European continent and positions it within a country that has been at the forefront of creating a legal framework for self-driving cars.

A Strategic European Entry

The announcement comes months after the Alphabet-owned company established a legal entity in Germany, laying the groundwork for its overseas expansion. Munich, Bavaria’s vibrant capital, will become Waymo’s first European city, adding to the 11 U.S. cities where its autonomous vehicles are already operating commercially.

Waymo’s path to launching in Munich will follow its established playbook, refined over years of operations in cities like San Francisco, Phoenix, and Los Angeles. The company plans to begin by manually driving its vehicles to map the city’s streets a crucial first step for any autonomous driving system. This will be followed by testing with human safety drivers behind the wheel, before eventually removing them entirely.

The Regulatory Landscape

Germany has positioned itself as a leader in autonomous vehicle regulation. More than five years ago, the country’s lawmakers adopted legislation to allow driverless vehicles on public roads, making it the first European Union member to create a legal framework for Level 4 autonomous driving. This designation, defined by the Society of Automobile Engineers (SAE), means the self-driving system handles all driving tasks with no expectation of human intervention, within specific conditions or environments.

This forward-thinking regulatory environment has already made Germany a hotspot for autonomous vehicle testing. Companies including Mobileye and Volkswagen currently hold permits to test their autonomous vehicles in the country, according to the latest data from Germany’s Federal Motor Transport Authority (KBA). However, Waymo does not yet hold any permits and will need to work through the approval process with the KBA, state authorities, and local officials.

A Timeline for Launch

Waymo expects to open its commercial ride-hailing service to the public toward the end of 2027, pending regulatory approvals. The company’s typical rollout process involves multiple stages:

  • Initial Mapping: Manual driving to create detailed street maps

  • Testing with Safety Drivers: Autonomous mode with human backups

  • Employee and Guest Rides: Invitation-only driverless rides

  • Limited Public Service: Restricted availability

  • Full Commercial Launch: Open to all riders

Competition Heats Up in Europe

Germany isn’t the only European battleground for autonomous vehicle developers. The United Kingdom, particularly London, is shaping up as another robotaxi hotspot. Waymo has already announced plans to launch a commercial service in London in 2026, which will pit it against UK-based self-driving startup Wayve and its partner Uber. Chinese tech giant Baidu has also begun testing autonomous vehicles in London as part of its partnership with Lyft and Freenow.

The Global Autonomous Race

Waymo’s expansion to Munich represents more than just a new city it’s a strategic move into a region that has embraced autonomous vehicle technology with open arms and clear regulations. The company’s approach of methodical expansion, starting with mapping and testing before progressing to public service, has served it well in the U.S. market.

As the autonomous vehicle industry continues to mature, Waymo’s entry into Germany could serve as a template for further European expansion. The country’s regulatory framework and technological infrastructure make it an ideal testing ground for the next phase of autonomous mobility. For Munich residents and visitors, the arrival of Waymo’s robotaxis promises to offer a glimpse into the future of urban transportation, where vehicles navigate the streets without human intervention, potentially revolutionizing how people move through one of Europe’s most dynamic cities.
