The Price of Engagement: Senators Demand TikTok Account for “Depraved” Safety Experiment

In a development that has sent shockwaves through the tech industry, two U.S. senators have given TikTok a firm deadline to answer for a secret experiment that intentionally disabled safety features for millions of users including a teenager who later died by suicide. The bipartisan action has reignited fierce debates over corporate ethics, algorithmic accountability, and the safety of children online.

A “Depraved” Decision

Senators Marsha Blackburn (R-TN) and Richard Blumenthal (D-CT) sent a scathing, four-page letter to TikTok CEO Shou Chew and Adam Presser, CEO of the company’s U.S. business, condemning the company’s actions as “depraved”. The letter follows a damning report from Bloomberg Businessweek, which revealed that TikTok had intentionally disabled a critical algorithmic safeguard for 10% of its U.S. user base approximately 15 million people to create a control group for an experiment.

The safeguard in question was designed to protect users from being overwhelmed by harmful content by breaking up “online echo chambers” . The company’s goal was not to improve safety, but to determine whether this protective measure made the app less engaging, effectively putting a price tag on user well-being .

The Tragic Case of Chase Nasca

One of the most harrowing details to emerge is the story of 16-year-old Chase Nasca. The teen was randomly selected to be part of the control group on January 25, 2022 . According to internal TikTok documents, within a month of being placed in the unprotected group, Chase’s algorithm was fed thousands of videos about sadness, hopelessness, loneliness, and suicide. He died by suicide in February 2022 .

An internal company review was blunt about the cause, stating, “TikTok’s filter bubble prevention strategies did not take effect on this user, by design” . The document chillingly frames this as a “delicate balance across safety and the ability to measure impact on DAU (daily active users) and core metrics” .

Senator Blackburn highlighted the cruelty of this calculus, noting that Chase was “a happy, 16-year-old boy with no mental health issues” before the experiment began. “It shows you how, when our children are on these social media platforms, they are the products,” she told reporters .

The Senators’ 13 Questions

The senators have given TikTok until September 1 to respond to 13 specific questions, demanding accountability for what they call a “sinister” experiment . Key demands include:

  • Full Disclosure of Personnel: The names of every employee who knew about the experiment, including details on when executives were informed .
  • Protection of Minors: An explanation for why the company permitted minors to be included in the control group .
  • Complete Transparency: A “complete, unredacted version” of the internal document detailing the experiment .
  • Broader Investigation: A list of every algorithmic experiment in the U.S. where TikTok “withheld, disabled, delayed, or reduced a safety feature,” the number of users involved, and how many were minors .

The senators also pointed out that TikTok was “on notice” about the dangers of its recommendation algorithms, as Congress had raised concerns about harmful content as early as October 2021, months before the experiment began .

Beyond TikTok: A Reckoning for the Industry

This latest controversy comes at a critical juncture for social media regulation. The incident is being directly linked to the Kids Online Safety Act (KOSA), a bill co-sponsored by Senators Blackburn and Blumenthal, which aims to force platforms to put child safety above profit . The bill, which recently advanced out of the Senate Commerce Committee, would require companies to take reasonable care to prevent mental health harms to minors, including anxiety and depression .

The fallout from this experiment is a stark reminder of the ethical compromises inherent in the attention economy. The search for engagement at the expense of safety has moved from a hypothetical concern to a documented reality, with devastating consequences. As the legal and political pressure mounts, the industry is facing an existential question: will it continue to see users as products to be optimized, or will it finally prioritize human well-being over profit?
