YouTube Raises the Bar: New Monetization Thresholds Signal a Shift in Creator Economy

In a move that is set to reshape the landscape for aspiring content creators, YouTube has announced a significant increase to the eligibility requirements for its Partner Program. Starting February 1, new creators will need to meet substantially higher thresholds to begin earning money from ads and subscriptions. The Google owned platform is doubling the required watch hours and Shorts views, a change that reflects the platform’s massive growth but also raises the stakes for those hoping to turn content creation into a viable career.

Under the new rules, creators must accumulate at least 8,000 qualified watch hours over the past year, or 20 million qualified Shorts views within the last 90 days. This marks a significant jump from the previous requirements of 4,000 watch hours or 10 million Shorts views, effectively doubling the barrier to entry. The subscriber count requirement of 1,000, however, remains unchanged. The company emphasized that these changes will not affect creators already enrolled in the YouTube Partner Program, providing some relief to established channels.

The rationale behind this decision is rooted in the platform’s own explosive growth. YouTube cites the need to “keep pace with the growth of YouTube, which now sees over 200 billion daily Shorts views and over a billion hours of watch time on TV” every single day. As the platform expands, the competition for a share of advertising revenue intensifies. By raising the entry bar, YouTube is effectively prioritizing creators who can demonstrate a consistent ability to attract and retain large audiences, potentially leading to a more curated and high performing group of monetized partners.

However, the changes introduce significant challenges, particularly for Shorts creators. In addition to the higher entry requirement, YouTube announced a new maintenance threshold for earning through the Shorts Creators Pool. Creators will now need to maintain 10 million Shorts views over a 90 day period to continue earning from Shorts. Channels that fall below this mark will remain in the partner program and continue to earn from long form content, but their Shorts revenue will pause until they cross the 10 million view threshold again. This introduces a new level of performance pressure for creators who rely heavily on short form content for their income.

In a move that could help offset these tighter requirements, YouTube also announced the expansion of its more affordable Premium Lite subscription to all countries where YouTube Premium is available. This subscription tier offers an ad free experience on most videos, along with offline viewing and background play, at a lower cost than the full Premium package. Creators benefit from this as they receive a share of subscription revenue based on member watch time and views, with 55% going to long form video creators and 45% to Shorts creators. YouTube notes that partners generally earn more from a Premium subscriber than from a user who watches ads, suggesting this could become an increasingly important revenue stream.
